Two of my friends said that the 9th Doctor was ugly, horrible, and there was no point to him. They said that no one liked him and everyone who did is an idiot. I told them tons of people liked him and they didn’t believe me.

There are lots of ways to get to other worlds besides the hat. A looking glass, for one….
Rumpel mentioned several different things when shouting at the Blue Fairy about getting Bae back. I remember mention of a realm-jumper specifically. The only reason they didn’t work for getting here is because this was a land where magic couldn’t work. Rum said that magic in Victor’s was feeble but that it was there. Consequently, those modes of travel he mentioned before would work for his purposes.
As to why he’d be there, he might have been interested in using science to get to our world, especially since the timeline has him teaching Regina and not entirely certain that she would suit his purposes. I think he had a lot of irons in the fire trying to come up with a way to get Bae.
